Kiiha Sub-Catchment Management Plan

Client: Ministry of Water and Environment / Albert Management Zone

Location: Masindi and Hoima Districts, Uganda

The Challenge

Kiiha catchment faces acute water resource degradation: industrial effluent pollution from sugar works, unregulated waragi (local gin) production, agricultural runoff, and rapid urbanization. Competing water demands (irrigation, municipal, industrial) and ecosystem decline threaten water security. Conflicts between farmers, sugar growers, and municipal water authorities require strategic resolution.

Our Role

Earth Partners delivered participatory sub-catchment management planning integrating hydrological science, stakeholder consensus, and actionable interventions.

What We Delivered

  • Streamflow Assessment: Water availability monitoring; seasonal flow analysis; climate vulnerability assessment

  • Water Quality Testing: Effluent monitoring from sugar works; waragi production hotspots; agricultural runoff

  • GIS-Based Degradation Mapping: Spatial analysis of pollution sources; land-use change; ecosystem decline

  • Micro-Catchment Stakeholder Committees: Established water user groups (farmers, sugar company, municipality)

  • Conflict Resolution Framework: Mediated water allocation agreements; established monitoring protocols

  • Sub-Catchment Management Plan: Strategic interventions for pollution reduction, water efficiency, livelihood diversification

Key Results

✓ Water Quality Baseline Established

✓ Water Allocation Agreements Signed by Competing Users

✓ Micro-Catchment Committees Operational

✓ Local Institutional Capacity Strengthened
