CAIIP-1 — Rural Agricultural Infrastructure Audits
Client: Ministry of Local Government / IFAD
Location: 16 Rural Districts Across Uganda
The Challenge
Rural agricultural processing (maize mills, rice hullers, milk cooling centers) generates waste, water pollution, and worker safety risks. Weak environmental management threatens soil and water quality; poor occupational safety injures workers; land tenure disputes displace communities. Comprehensive auditing and compliance planning needed for 50+ government facilities across 16 districts.
Our Role
Earth Partners conducts environmental and social audits of CAIIP-1 infrastructure across rural Uganda.
What We Delivered (Per Facility)
Baseline Audit: Facility operational status; processing volumes; waste generation
Waste Assessment: Solid waste (maize cobs, rice husks, spoilage); liquid waste (wash water, cleaning); volume and management practices
Water Impact Evaluation: Water use volume; wastewater discharge quality; environmental pollution risk
Occupational Safety Assessment: Worker exposure to dust, noise, machinery; accident records; PPE availability
Land Tenure Review: Facility land ownership documentation; community grievance history; livelihood displacement risk
Compliance Plan: Corrective actions; monitoring framework; budget estimates
Management Recommendations: Improved waste valorization (compost, biofuel); worker safety protocols; community benefit-sharing

Facility Types Audited
Maize Mills (22 facilities): - Average capacity: 500–1,000 bags/day - Waste: Maize cobs (3–5 tonnes/day) - Worker safety: Dust exposure; machinery guards - Recommendation: Cob briquetting for cooking fuel (revenue generation)
Rice Hullers (15 facilities): - Average capacity: 200–400 bags/day - Waste: Rice husks (2–3 tonnes/day); water pollution from washing - Worker safety: Noise (90–95 dB); ergonomic strain - Recommendation: Husk composting; noise attenuation; worker rotation
Milk Cooling Centers (13 facilities): - Average volume: 500–1,000 liters/day - Waste: Wastewater (200–400 liters/day); energy consumption (500–1,000 kWh/month) - Worker safety: Cold exposure; chemical handling (cleaning agents) - Recommendation: Wastewater treatment pond; refrigerant management; worker health screening
